SIKAND was organized in 1959 to provide engineering, planning, and surveying services to the developers of residential and commercial projects, as well as to municipalities and other government entities engaged in public works projects.

MEET OUR TEAM
We have assembled a team of highly qualified engineers, planners, and surveyors currently on staff, as well as support staff to respond quickly and efficiently to single task opportunities or to manage multiple, simultaneous assignments. As with our previous residential jobs, the objectives of our work plan are to provide on-time task completion, satisfy technical task requirements, comply with budget and schedule, and communicate regularly with the County regarding crucial project issues. Backed by the extensive professional experience gained through more than six decades of service, SIKAND continues to provide the highest quality of civil engineering, entitlement services, land planning and surveying to private developers, and municipalities. Our experience has fostered good working, relationships with oversight agencies and their staffs, translating into efficient, communication and processing.

Mark Sikand
Mark Sikand has been with Sikand Engineering since 1984 and currently serves as President. A licensed civil engineer, he has decades of experience in land development, entitlement support, and municipal coordination throughout Southern California. As President, he leads the firm’s strategic growth while maintaining long-standing relationships with public agencies and private clients. Mark also served for about 15 years on the Planning Commission for the City of Calabasas, including time as rotating Chair, giving him extensive insight into land use policy and regulatory processes. In addition, he serves on the Dean’s Advisory Board for the Cal State LA College of Engineering, Computer Science and Technology, supporting engineering education and professional development.

Raman Gaur has been with Sikand Engineering since 1995 and serves as Senior Vice President and Project Director. With more than three decades of experience, he leads large-scale land development projects from entitlement through design, permitting, and construction support. He has directed engineering efforts for major Santa Clarita Valley developments including Plum Canyon, Tesoro Highlands, Skyline Ranch, and Northlake, a 3,500-unit master-planned community currently under development. Prior to joining Sikand Engineering, Raman worked with the Los Angeles County Department of Public Works, providing valuable insight into public-agency standards and regulatory processes.

Mr. Young serves at Sikand Engineering as a Project Director responsible for engineering design supervision, construction management, and coordination of improvement plans. His role includes project review, client and public agency coordination, and resolving technical and regulatory issues related to development projects. Prior to joining Sikand Engineering, he worked from 1985 to 1999 at Chadmar Group/Headland Properties as Vice President, where he coordinated planning and design consultants, worked closely with city agencies and utilities, and oversaw the processing of tract maps, zoning, grading and improvement plans, permits, and development scheduling and contracts.

Mari Prutz has been with Sikand Engineering since 1989 and serves as Senior Vice President, overseeing the firm’s project management department. She is widely recognized throughout Los Angeles County for her ability to guide complex projects through agency approvals, particularly through her strong working relationships with staff at Los Angeles County and the City of Santa Clarita. Known for navigating internal review processes with exceptional efficiency, Mari consistently secures approvals that others struggle to obtain. She has led the processing of major master-planned communities, including Fair Oaks Ranch and Skyline Ranch, and her deep understanding of agency procedures and long-standing professional trust help move critical projects successfully to completion.

Doug Farmer, PE
Doug Farmer has been with Sikand Engineering since 1989 and serves as Chief Engineer, overseeing the firm’s engineering department. He brings decades of experience directing large and complex civil engineering projects and is responsible for maintaining technical standards, coordinating engineering resources, and ensuring consistent project delivery. Doug leads a team of experienced engineers and provides hands on oversight of project execution, scheduling, and quality control. His experience spans residential, commercial, and industrial developments across numerous jurisdictions throughout Southern California, giving the firm deep technical capacity and continuity across a wide range of project types.
